 Description:  Office of the Comptroller is responsible for the establishment of appropriations within statewide accounting system so that expenditures may be recorded against appropriations. Appropriations are established based on budget bills and then passed by the General Assembly and signed by the Governor into law. It is important to note that the State's ability to expend money outside the appropriation process is extremely limited by the Constitution of the State of Illinois.
