Disproportionate Incarceration of African Americans for Drug Crimes: The Illinois Perspective

 Description:  In their 2000 study, the Human Rights Watch found that Illinois ranked first in the country with respect to Black-White disparities in prison sentences for drug crimes. The Illinois Criminal Justice Information Authority awarded a small grant to TASC for a preliminary investigation of racial disproportionality in sentencing for drug crimes. The current report is the third in a series of publications that highlight the disproportionate incarceration of African Americans for drug crimes in Illinois. The purpose of the current report is to describe the results of analyses of statewide data in order to test whether Human Rights Watchs findings on disproportionality were replicable and to consider a few hypotheses thatsuggest explanations for the arrest and imprisonment data and provide a basis for future discussions of remedies for racial sentencing disparities.

Disproportionate Sentencing of Minority Drug Offenders in Illinois: Report on Changes in Drug Laws 1985-2002

 Description:  Racial disproportionality in prison admissions for drug crimes in Illinois prompted the Authority to commission a more in-depth analysis of the problem. The products of the analysis were slated to appear in four complementary reports examining the disproportionate confinement of minority drug offenders. The first discussed racial disparities in criminal justice processing for drug crimes at the national level and provided the background for the Illinois Criminal Justice Information Authority-commissioned analysis (Lurigio, 2004). The current report, which is the second in the series, is designed to promote a basic understanding of the structure and content of Illinois' drug laws. It discusses the major components of those laws as originally drafted as well as additions and enhancements to those laws that were enacted from 1985 to 2002.

Distribution, Abundance, and Habitat Associations of Franklins Ground Squirrel (Spermophilus franklinii Sabine 1822)

 Description:  Irregularly published technical series. Abstract: To better inform conservation and management strategies directed at Franklins ground squirrel, Spermophilus franklinii, I reviewed published and unpublished accounts of the squirrels distribution, abundance, and principally, habitat associations. I present the body of literature on S. franklinii and include portions of original accounts to avoid potential bias from paraphrasing. A consensus of the literature indicates that S. franklinii is most frequently associated with habitat characterized by a mixture of grassy and woody vegetation, referred to as savanna-like or parkland habitat. Moreover, S. franklinii has had an affinity for this type of habitat throughout its geographic range in recent, historic, and even prehistoric times. This is in contrast to a view of the species as primarily associated with tallgrass prairie habitat. As indicated in the literature, populations of S. franklinii are subject to marked fluctuations, which probably are influenced by local disturbances in addition to regular dispersal events. In the southern part of its geographic range, S. franklinii is currently limited in its occurrence principally to roadside and railroad right-of-ways. In these southern regions S. franklinii is justifiably of conservation concern. I suggest that more detailed surveys for the species (such as those that have recently occurred in Illinois and Missouri) take place in Iowa and Kansas.

 Description:  The provision of adequate and secure supplies of clean water at reasonable cost is a cornerstone of social and economic development and national security. Major droughts have occurred in the past and will occur again in the future. Such droughts have two major impacts on small community water systems: water supply is reduced (surface waters and shallow groundwater) and water demand increases. The combination of these impacts can result in major stresses on the ability of water systems to meet demand. Many Western states have experienced widespread and severe economic and environmental impacts of 'worst-case' droughts in recent years, and have recognized from these experiences the importance of improved water-supply planning and management, including drought preparedness. However, it is probable that many system managers in the Midwest Technology Assistance Center (MTAC) region have not evaluated their capability to meet water demand during major droughts, nor have in place adequate plans to deal with such emergencies. The MTAC region incorporates the 10 states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, Ohio, and Wisconsin.
