The Employer filed a timely appeal of the Executive Director's Decision and Order pursuant to Section 1200.135(a) of the Rules and Regulations of the Illinois Labor Relations Board, 80 Ill. Admin. Code Parts 1200 through 1240 (Rules), and the International Brotherhood of Teamsters, Local Union No. 26 (Petitioner) filed a response.
