 Description:  The bill creates the Illinois State Fairgrounds Racetrack Authority, which would extend horse racing at the Illinois State Fairgrounds, amend the Riverboat Gambling Act, including reinstate the impact fee and prohibit the Illinois Gaming Board from changing requirement that licensees make payment into the Horse Racing Equity Trust Fund, and provide payment by specified licensees from he state Gaming Fund to the Horse Racing Equity Trust Fund.
