Owen issued a Recommended Decision and Order in the above-captioned case, recommending that the Illinois Labor Relations Board, Local Panel (Board) find that the County of Cook/Hektoen Institute (Respondents) were joint employers of Rhodda Thompson (Charging Party) and that Respondent County of Cook violated Section 10(a)(1) of the Illinois Public Labor Relations Act, 5 ILCS 315(2012)(Act), when it failed to evaluate Charging Party's performance in a timely manner and subsequently discharged her.
