Following the Union's offer of a comprehensive settlement, Executive Director Melissa Mlynski determined there were no issues of law or fact warranting a hearing. On November 30, 2015, the Executive Director issue an Order Directing Unilateral Settlement, which effectively dismissed the instant Charge. The Charging Party filed a timely appeal pursuant to Section 1200.135(a) of the Board's Rules and Regulations, 80 Ill. Admin. Code [sec.] 1200.135(a), and the Union filed a response.
