One of their favorite strategies is the advance fee loan. A common advertisement for advance fee loans guarantees that you will obtain a loan or some other type of credit, but you must pay before you apply. Charging advance fees for a loan is illegal: companies cannot ask you to pay for a loan before the loan is made. Consumers should be wary of and ignore offers that guarantee a loan for a fee that must be paid in advance. Legitimate lenders never guarantee or promise a loan before you apply, especially if you have a poor credit history or no credit record at all.

Thorn Creek Watershed Based Plan

 Description:  Water quality has been declining in Thorn Creek for the past several decades, largely due to the effects of land conversion. With conversion to cropland and urban cover, prairie has declined from an estimated 70 percent in pre-settlement times to less than 12 percent within the grassland areas. As a result, increased stormwater runoff has carried a significant pollutant burden into the stream. Aquatic communities have suffered as well, although conditions vary along the stream course. Studies at certain locations have shown poor fish diversity and a preponderance of pollution tolerant organisms. With its array of different habitat types, however, the Thorn Creek watershed still supports a large number of species for its size, made possible in large part by the conservation of natural areas in forest preserve lands along the stream.

Technology for Controlling Mercury Emissions from Coal-Fired Power Plans in Illinois: Draft

 Description:  The mercury emissions from a coal-fired power plant are the result of the mercury content in the coal that is burned and the extent that processes in the boiler prevent the mercury from being released with the exhaust gases of the power plant. Mercury can be removed from the coal prior to combustion of the coal. This may be achieved by coal cleaning or by some other treatment of the coal. Or, mercury can be removed from the boiler flue gases by air pollution control (APC) equipment. Sometimes the APC equipment that removes the mercury is equipment that is installed primarily to remove other pollutants, such as particle matter (PM) or acid gases in a flue gas desulfurization system (FGD). These are called co-benefit mercury removal. Mercury may also be removed by pollution control systems that are specifically designed to remove mercury from the flue gases.

This is contingent on the federal operator certification program requirements (Section 1419) being met and that a capacity development program is established and implemented. Failure to meet either the program or reporting requirements specified within these sections can result in withholding of up to 20 percent of the SRF funds available to the primacy program. Illinois has adopted legislation and rules (415 ILCS 5/15, 35 Ill. Adm. Code 651.102, 652.701-702; 77 Ill. Adm. Code 900.45(c)) for new public water supply systems, which must complete a capacity demonstration in order to obtain a construction or operating permit. The Strategy for Existing Public Water Systems was approved by U. S. EPA Region 5 September 27, 2000, and is being implemented. Revisions to the Strategy for Existing Public Water Systems have been made based upon experience learned through early implementation efforts. Those changes are noted in this report. New reporting criteria for Annual State Capacity Development Program Implementation Reports was developed by USEPA and sent to all primacy states on June 1, 2005, by certified mail (received by Illinois on August 25, 2005). This report is structured in accordance with that memorandum.
