Southeast Rockford Groundwater Contamination Superfund Project: Source Area 11 Remedial Investigation Results

 Description:  Area 11 is an old industrial area dating back to at least 1906. Past industries include Rockford Varnish, Rockford Coatings Corporation and Rockwell International Graphics. Some of these industries have documented use of chlorinated solvents, the main chemicals of concern for the project area. Past surface spills appear to have been the primary sources of Area 11 surface and subsurface soil as well as groundwater contamination. Chlorinated industrial solvents found in the remainder of the Southeast Rockford Project were detected in some Area 11 samples at low concentrations. Non-chlorinated solvents, often associated with petroleum products, however, were found in such high concentrations in Area 11 that the detection limit of the analytical equipment had to be raised considerably. There may have been relatively high concentrations of chlorinated solvents in Area 11 samples, but they may not have been detected because of the high detection limit of the analytical equipment.

 Description:  The contaminants of concern in the Southeast Rockford Groundwater Contamination Superfund Project are mainly industrial solvents in a class of chemicals called volatile organic compounds (VOCs). "Volatile" means that they are readily converted to gas (vapor). "Organic" means they contain carbon. The Illinois Environmental Protection Agency (Illinois EPA) and the U.S. Environmental Protection Agency (U.S.EPA) are proposing catalytic oxidation as a method of treating VOC vapors in Source Areas 7 and 11 of the Southeast Rockford Groundwater Contamination Superfund Project.

 Description:  From June 11, 2001 through August 20, 2001, the Illinois Environmental Protection Agency (Illinois EPA) held a public comment period on the feasibility study and proposed plan for control of the four major sources of groundwater contamination in the Southeast Rockford Groundwater Contamination Superfund Project. (See the map on page 3.) The Illinois EPA held a public hearing on July 19, 2001, to receive oral comments on these proposed remedies. After carefully considering all written and oral comments, the Illinois EPA and the U. S. Environmental Protection Agency (U.S.EPA) have issued a Record of Decision for a soil remedy and a leachate remedy for each of the four areas. All remedies are the same as proposed in the proposed plan, with the exception of the Area 9/10 leachate remedy. A summary of these remedies follows.

Southeast Rockford Groundwater Contamination Superfund Project: Limited Excavation of Contaminated Soil Source Area 4

 Description:  The Illinois EPA and U.S. Environmental Protection Agency (U.S. EPA) have signed a record of decision to remedy contaminants found in what is called Source Area 4. (See story below.) To prepare for the construction of that remedy, the Illinois EPA conducted additional investigations in the area. Investigation results showed free product1 and contaminated soil near the building and closer to the surface than expected. Since the contamination is so close to the surface, the Illinois EPA and U.S. EPA decided that removing these soils and free product is necessary to prevent human exposure. Also, removing this quantity of contaminated soil and free product will have the immediate effect of reducing movement of contaminants off site in groundwater2. The remedy of the remaining contamination is planned for 2006.
