The information presented in this document will assist in better identifying potential safety performance issues on a roadway system and guide efforts to save lives. Specifically, this document includes the tools necessary for conducting safety analysis, network screening and the systemic approach. These Guidelines detail the systemic process which includes collecting data, organizing the data, obtaining critical values, compiling the results, field assessment and countermeasure selection. This document also includes an example of a systemic Benefit/Cost analysis using the Illinois Benefit/Cost Tool.
