We also asked their opinions on a number of political and electoral reform ideas that had been well publicized over the summer of 2009 by the Illinois Reform Commission, appointed by Gov. Pat Quinn. Quinns takeover from the impeached Gov. Rod Blagojevich seemed to promise a new era of cleaner, more transparent government.

Thus, any measures which may reduce the level of alienation and distrust are worth examining. This paper will review the available and relevant literature on the Illinois Reform Commissions recommendations and apply it to Illinois in anattempt to weigh the possible benefits of adopting such policies.

Such a deficit undoubtedly impacts the normal delivery of state programs and services to the public in a negative manner. Consequently, gubernatorial candidates, elected officials, and public policy organizations have introduced several proposals regarding Illinois budget deficits for discussion and consideration into the public arena. In this process of public consideration, Illinois voters have the opportunity to actively support or oppose the merits of these proposals by voting in favor or against certain candidates who support or oppose them and by expressing their opinions directly to their state representatives and senators who might eventually vote on a particular proposal in the legislative process. They can also be informed citizens about the general content and merit of these proposals by paying attention to news reports, public debates, policy seminars, and survey results.

		Description:	In 1972 a group of Illinois legislators and a lobbyist were indicted for taking bribes from Material Services Corporation to insure the passage of a bill that would help the company transport heavy materials on Illinois roads. In what became known as the Cement Bribery Trial four legislators, including a former Speaker of the House, and a lobbyist were convicted in October of 1976. Two legislators and Lester Crown, the chief executive of Material Services, testified against the defendants.i The company executive was granted immunity and not indicted, while the two legislators were sentenced under plea agreements. Twenty other members of the General Assembly were linked to the bribery scheme by testimony at the trial, but were not indicted.

4639:		Title:	There's Nothing Fair About the Illinois Map: An Examination of the Reapportionment Process in Illinois

		Description:	Despite repeated reform efforts by a variety of activists and reform groups, the process by which reapportionment is accomplished in Illinois falls far short of the ideal. A set of cosmetic reforms was enacted at the end of the last decade, but the process is not transparent and still easily hijacked for partisan and incumbent advantage by the leadership of the General Assembly. The system falls even farther short of ideal when compared to the relatively apolitical and efficient system employed in neighboring Iowa. This paper demonstrates the anti-democratic nature of the current process and examines the mechanisms by which reform efforts have been thwarted in the recent past. The continued abuse of the apportionment process serves to perpetuate the control of a power elite in Illinois, which, in turn, prevents consideration of policy proposals that hold the potential to alleviate the host of other problems that plague the state.

		Description:	The question of whether a legislator should have his or her years of service capped by term limits is an issue that demands attention because of significant voter support in Illinois. Legislative term limits have long been a popular response to perceived corruption or inaction in politics. Almost eight in ten [voters] (78.7 percent) favor, and more than half [of voters] (54.0 percent) strongly favor term limits.1 However, since term limits are not currently incorporated into any article of The Constitution of the State of Illinois of 1970 (hereinafter Illinois Constitution), those supporting term limits must amend the constitution to include them. This task is easier said than done.
