 Description:  Illinois Gaming Board Annual Report 2011. The Riverboat Gambling (Act) was enacted in February 1990, making Illinois the second State in the nation to legalize riverboat gambling. The Act established the Illinois Gaming Board (Gaming Board or Board) and authorized it to grant up to ten casino licenses. On September 11, 1991, the first riverboat casino began operation in Alton. At this time all ten licenses are active. In 2009 the Legislature passed the Video Gaming Act, which establishes video gaming in Illinois and places it under the jurisdiction of the Board.
