2443:		Title:	Rhodes Landfill

		Description:	Operation of the Rhodes Landfill began in the 1940s at the site of a former gravel quarry along Route 48 at Bowshier Lane. This 16-acre landfill held primarily construction/demolition debris, although foundry wastes, general refuse and other materials were also accepted. The southern edge of the site borders the Sangamon River. The landfill was closed by a court order in 1992. A closure plan submitted by the owner, Mr. Charles Rhodes, was approved by the Illinois EPA in 1994 but never implemented. The State of Illinois plans to construct a cap on the site. Illinois EPA has sent legal notice to the owner explaining our intentions, and the Agency retains the right to pursue cost recovery after the work is complete.

		Description:	Environmental problems at the landfill include steep slopes with erosion problems and inadequate cover. Leachate seeps have been observed on the south and west slopes of the property. (Leachate is a liquid that results from water traveling through decomposing waste in a landfill and usually contains a variety of contaminants.) Some portions of the riverbank at the southern slope of the landfill are undergoing erosion. Recent sampling found low concentrations of polynuclear aromatic hydrocarbons (PAHs) in one of three sediment sample taken from the east side of Lake Tokorozawa. PAHs occur naturally in coal, crude oil and gasoline and products made from these. They are released during the burning of fossil fuels, garbage or other organic substances. An ecological risk assessment indicates that the landfill might pose a threat to local ecological resourses.

Antimony, arsenic, cadmium, lead, mercury, nickel and zinc were detected in the wetlands in excess of U.S.EPAs regional sediment screening values. Antimony, arsenic, lead and zinc have been found in residential yards in excess of U.S.EPAs regional screening levels.

In the water drawn from Well Number 3, the concentration of vinyl chloride in 2009 [at 3.49 micrograms per liter (ug/L)] violated the federal maximum contaminant level of 2 ug/L allowed for a public water supply. Well Number 3 was taken out of service in 2009 and has not been part of the system since then because of the vinyl chloride contamination.

2449:		Title:	Smith Douglass Site South Streator, Illinois

		Description:	For many years, this 124-acre site has been the location of fertilizer manufacturing which used naturally-occurring phosphates found in gypsum. The process used acid to free the phosphates to use in fertilizer production, and it resulted in a 25-40 acre pile/stack of acidic gypsum waste. The gypsum waste was piled into a strip mine pond and rises more than 60 feet above the pond surface. In 1989, Illinois EPA spent $500,000 to perform an immediate removal of hazardous waste at the site. The Agency is now faced with emergency cleanup and stabilization work. One of the previous owners has agreed to assist with the most immediate problem to safeguard surrounding residents and the environment. After many years of dealing with obstacles and delays, visible progress is taking place on the site. 2451:		Title:	Collinwoods Subdivision Expanded Site Investigation

		Description:	Between 1904 and 1933, the St. Louis Smelting and Refining Company operated a lead smelter at the location that is now home to the Collinwoods and Pine Lake subdivisions. The smelting facilitys main building was located near the present intersection of Raintree Trail and Pine Lake Road. Other plant buildings were located in the area presently bounded by Banyon Tree Road, Lemontree Lane and Dogwood Trail. The company produced a variety of lead products including lead ingots, lead sheets and powdered lead. The lead smelting process also resulted in the production of large amounts of lead-bearing waste known as slag. Slag is a mixture of lead and other elements, impurities and ash. Lead slag for this facility was disposed of in large piles on the site. One such pile existed on the south side of Pine Lake Road starting across from the intersection of Lemontree Lane and extending to the Pine Lake Road cul-de-sac.

Public records show that Mr. Tarkowski has been illegally receiving waste material at his property since the late 1960s, and Lake County as well as the State of Illinois and U.S. EPA have pursued legal actions against Mr. Tarkowski since that time. Although the judgment of more than one court determined that Mr. Tarkowski should remove various waste materials and adhere to deed restrictions, zoning ordinances and state laws regulating permitting of landfills, the problem persisted. Financial assurance for the site, in the form of a letter of credit, has expired and has not been renewed. The case is currently under enforcement action by Illinois EPA and the Illinois Attorney General's Office.
