Title:

Smith Douglass Site South Streator, Illinois

 Volume/Number:  2003 March
 Issuing Agency:
Description:  For many years, this 124-acre site was the location of fertilizer manufacturing, which used naturally occurring phosphates found in gypsum. The process used acid to free the phosphates for use in fertilizer production, and it resulted in a 25 to 40 acre pile/stack of acidic gypsum waste. The gypsum waste was piled into a strip mine pond and now rises more than 60 feet above the pond surface. Illinois EPA placed a Seal Order (to prevent public access) on the site in 1988 and, in 1989, spent $500,000 to perform an Immediate Removal of hazardous waste at the site. In 2000, the Agency worked with Borden Chemical, Inc., a former site owner, to do emergency stabilization work to safeguard surrounding residents and the environment. After many years of dealing with obstacles and delays, visible progress is taking place on the site. The printable map referenced in this fact sheet was included as a pdf attachment to "Smith Douglas Site: Fact Sheet #4."

Collinwoods Subdivision Expanded Site Investigation

 Volume/Number:  2002 February
 Issuing Agency:
Description:  Between 1904 and 1933, the St. Louis Smelting and Refining Company operated a lead smelter at the location that is now home to the Collinwoods and Pine Lake subdivisions. The smelting facilitys main building was located near the present intersection of Raintree Trail and Pine Lake Road. Other plant buildings were located in the area presently bounded by Banyon Tree Road, Lemontree Lane and Dogwood Trail. The company produced a variety of lead products including lead ingots, lead sheets and powdered lead. The lead smelting process also resulted in the production of large amounts of lead-bearing waste known as slag. Slag is a mixture of lead and other elements, impurities and ash. Lead slag for this facility was disposed of in large piles on the site. One such pile existed on the south side of Pine Lake Road starting across from the intersection of Lemontree Lane and extending to the Pine Lake Road cul-de-sac.

Tarkowski Property, Wauconda; Unicorporated Lake County Near the Village of Wauconda

 Volume/Number:  2006 December
 Issuing Agency:
Description:  The John Tarkowski property is 16 acres in unincorporated Lake County near the Village of Wauconda (map attached). Public records show that Mr. Tarkowski has been illegally receiving waste material at his property since the late 1960s, and Lake County as well as the State of Illinois and U.S. EPA have pursued legal actions against Mr. Tarkowski since that time. Although the judgment of more than one court determined that Mr. Tarkowski should remove various waste materials and adhere to deed restrictions, zoning ordinances and state laws regulating permitting of landfills, the problem persisted. Extensive litigation by the local, state and federal authorities has taken place relative to this site. The printable map referenced in the fact sheet will be included as a separate pdf attachment.

 Issuing Agency:
Description:  Located less than 1/4 mile south of the Sangamon River and north of Rock Spring Road, the landfill has significant erosion, with wide erosion gullies. Visible leachate is observed on three sides of the landfill and drains into a stream that flows into the Sangamon River. No groundwater monitoring has been performed at the site, where depth to groundwater is less than twenty feet. Waste Hauling Landfill:

 Volume/Number:  2002 May
 Issuing Agency:
Description:  This 40-acre landfill site southwest of Decatur in Macon County was developed in 1972 as a sanitary landfill. The site had a history of not complying with the newer landfill rules in the 1980s. The landfill also exceeded its permitted waste disposal limits by 40 to 50 feet, and the Illinois EPA eventually obtained a court order to close the landfill on May 6, 1992. Located less than 1/4 mile south of the Sangamon River and north of Rock Spring Road, the landfill has wide erosion gullies. Visible leachate seeps (leachate is water that has traveled through the landfill and contacted waste material) are observed on three sides of the landfill and drain into a stream that flows into the Sangamon River.

Controlled Prairie Burn Waste Hauling Landfill Macon County, Illinois

 Volume/Number:  2008 February
 Issuing Agency:
Description:  Illinois EPA has scheduled the first controlled prairie burn at the former Waste Hauling Landfill site for late February to mid-March 2008. The specific date of the event will depend on weather conditions. The site is located west of Decatur, approximately 1/4 mile south of the Sangamon River on the north side of West Rock Springs Road. The controlled burn is necessary to eliminate accumulated dead vegetation and to stimulate new growth and diversity in the plant life. It will also eliminate invasive plant species, which have more shallow root systems than the mix of prairie plants on the landfill cap.

Wayne Township Groundwater Contamination Wayne township, DuPage County, Illinois

 Volume/Number:  2006 July
 Issuing Agency:
Description:  The DuPage County Health Department (DCHD) began a sampling program in 2005 to test private wells in the county for potential chemical threats. In consultation with the Illinois Environmental Protection Agency (Illinois EPA or Agency) and U.S. Geological Survey, the health department developed a scientific strategy for randomly testing a representative number of wells across the county for the presence of volatile organic compounds (VOCs). These are common chemicals found in industrial and commercial solvents and products such as gasoline and other fuels. The goal of the testing is to provide homeowners with information about the quality of the water they are using from private wells and to help them make informed decisions for their families.  Description:  The Western Lion Landfill, approximately 26 acres, is located at the intersection of Coles County roads 1100E (Loxa Road) and 900N (Route 316) and is about 1 miles northeast of Mattoon. The landfill was operated from 1978 until 1996. Various violations were documented by Illinois EPA during its operation. An inspection by Illinois EPA's Champaign field office in 1994 revealed an improper excavation in already-buried waste. Western Lion and Service Disposal #1 Landfill Sites Charleston, Illinois

 Volume/Number:  2000 May
 Issuing Agency:
Description:  After a history of environmental violations at the Western Lion and Service Disposal #1 Landfill sites, the Illinois EPA learned in May 1994 that the owner/operator of the site had begun excavating a trench in an area of buried waste without a permit. A temporary order from the Attorney General's Office required all operations to stop by January 20, 1996. During an inspection by Illinois EPA in June 1997, field personnel discovered that the open trench had filled with 35-40 feet of leachate (rainwater that has traveled through the landfill and contacted waste). This leachate pit occasionally overtopped its banks and flowed into the nearby Riley Creek, which is a Class "A" Stream.

Western Lion and Service Disposal Landfill Sites Controlled Prairie Burn, Charleston, Illinois

 Volume/Number:  2007 March
 Issuing Agency:
Description:  Illinois EPA has scheduled the first controlled prairie burn for early to mid-April 2007 (dependent on certain weather conditions) at the former Western Lion/Service Disposal Landfill site. A burn was scheduled for spring of 2005, but was cancelled due to lack of adequate vegetation. The site is located at the intersection of Coles County roads 1100E (Loxa Road) and 900N (Route 316) about 1 miles northeast of Mattoon. The controlled burn, which may take one to three days, is necessary to eliminate accumulated dead vegetation and to stimulate new growth and diversity in the plant life. It will also eliminate invasive plant species, which have shallower root systems than the mix of prairie plants on the landfill cap.
