An Evaluation of the Moral Reconation Therapy of the Franklin/Jefferson County Evening Reporting Center Program

 Description:  In March of 2003, the Policy Analysis and Public Administration Department (PAPA) of Southern Illinois University Edwardsville was awarded a contract by the Illinois Criminal Justice Information Authority (The Authority) to conduct an evaluation of the Moral Reconation Therapy (MRT) of the Evening Reporting Centers (ERC) operating within Franklin and Jefferson counties of the Illinois Fourth Probation District of the Second Judicial Circuit. This report describes our approach to the research and presents our major observations and findings of the 18-month evaluation. It serves to document the history and the details of the provision of the MRT service component of the Franklin/Jefferson County reporting centers.

This report summarizes a preliminary examination of outcomes of Cook County batterer intervention programs (BIP). In Cook County, 30 community programs and one court-housed program provide a state standard minimum of 24 weeks of intervention programming for men arrested for domestic violence. The specific questions this evaluation addresses are: (1) What is the completion rate of men referred to batterer programs in Cook County? (2) What is the rate of re-arrest of men completing the batterer program compared with men not completing the program? (3) Do participants change their behavior during the program? (4) Are there identifiable factors associated with program completion, re-arrest, and behavioral change?

CLEAR and I-CLEAR: A Status Report on New Information Technology and its Impact on Management, the Organization and Crime-Fighting Strategies

 Description:  This is the third evaluation report on the status of the information technology enterprise system under development by the Chicago Police Department (CPD). Since 2001, the CPD, in partnership with Oracle Corporation and the Police Executive Research Forum, has been developing a state-of-the-art integrated criminal justice information system. This system "Citizen and Law Enforcement Analysis and Reporting (CLEAR)" is another step in the Department's ongoing quest to "police smarter" and be "intelligence driven." CLEAR is designed to provide anytime, anyplace access to vast repositories of centralized, relational data. In early 2004, the governor of Illinois and mayor of Chicago announced their commitment to building a single criminal justice database for the state and all of its criminal justice agencies. The new system "I-CLEAR" will eventually serve all of Illinois through a new partnership between Chicago and the Illinois State Police. Chicago's Office of Emergency Management and Communications and the federal Department of Homeland Security are also now involved in these developments as well. This report describes all of these initiatives, the "launch procedures" that lie behind them and their impact on policing through October 2004.

Results from the 2000 Juvenile Probation Outcome Study

 Description:  Despite the fact that most juveniles adjudicated delinquent are sentenced to probation in Illinois, relatively little is known about the characteristics of these offenders, the conditions imposed as part of their probation term, and the outcomes of these sentences. To fill the gap in information about Illinois' juvenile probation population, and the effectiveness of probation, the Illinois Supreme Court's Administrative Office of the Illinois Courts has collaborated with local probation departments, and the Illinois Criminal Justice Information Authority over the past 10 years to collect detailed probation-level data to support program and policy development in the state. The 2000 Illinois Probation Outcome Study is the latest, and most comprehensive effort to assess the needs and impact of probation in Illinois.
