 Description:  These are agreements between the Illinois Department of Human Services, the Governors Office of Management and Budget, Mattie Hunter, Vice-Chairperson of the Senate Health and Human Services Committee, Dale Righter, Republican Spokesperson of the Senate Health and Human Services Committee, Rosemary Mulligan, the Republican Spokesperson for the House Special Committee on Fee-For-Service Initiatives and Barbara Flynn Currie, Chairperson of the House Special Committee on Fee-For-Service Initiatives to transition from a grant-based payment structure to a fee-for-service payment methodology for community-based alcohol and substance abuse treatment, services for people with developmental disabilities, and to make a smooth transition to the SASS system. Also, the Department of Human Services agreed to initiate a pilot project aimed at the improvement of delivery of community-based services by increasing the use of the competitive selection process by an aggregate contractual value of $64,000,000, and committed to prompt payment for services. Beginning with State Fiscal Year 2005, the first $95,000,000 received by the Department shall be deposited 26.3% into the General Revenue Fund and 73.7% into the Community Mental Health Medicaid Trust Fund. Amounts received in excess of $95,000,000 in fiscal years 2005 and 2006 shall be deposited 50% into the General Revenue Fund and 50% into the Community Mental Health Medicaid Trust Fund. No reserve will be imposed upon Mental Health community providers by the Governors Office of Management and Budget. The State Comptroller, the Department of Human Services, the Department of Public Aid, the Department of Children and Family Services, the Department of Public Health and the Department on Aging agreed to identify cases of service provider hardship and give priority to paying those providers.

Medicaid Managed Care Task Force: Final Report

 Description:  There is a general consensus among lawmakers, health care and welfare advocates that Medicaid recipients need a stable medical home i.e., connection to a primary care medical provider. Managed care was considered one strategy to address the two central issues identified as major concerns: 1. Could managed care help curtail Medicaid liability growth? 2. Could managed care provide a better continuum of care to Medicaid recipients? Lawmakers interested in exploring these two questions requested the creation of a Task Force to explore, without predisposition, the use of managed care within the Illinois Medicaid program to determine what, if any, improvements would be applicable and feasible. For this reason, the Managed Care Medicaid Task Force was created. This is the Final Report of the Task Force.

 Description:  The 84th General Assembly in 1984 gave special attention to Alzheimers Disease. The House Appropriations Committee and the Legislative Research Unit collaborated on a major conference which generated an 11-bill legislative package that was approved unanimously by the House and Senate in 1985 and which became known as the Alzheimers Initiative. The Legislative Research Unit compiled a report on the conference and subsequently issued other special research reports on the implementation of that initiative. An update has been prepared for the task force, a copy of which has been incorporated into this report.

Part 2 of this 2006 Case Report contains all the Illinois statutes that LRB research has found that have been held unconstitutional and remain in the Illinois Compiled Statutes without having been changed in response to the holding of unconstitutionality.
