The Executive Director dismissed the charge after finding it had been filed outside the six-month limitation period established in Section 11(a) of the Act. Pursuant to Section 1200.135(a) of the Board's Rules and Regulations, 80 Ill. Adm. Code [sec.]1200.135(a), the Charging Party filed a timely appeal of the dismissal.
