- To advance the objectives set forth in the IPA Act of providing access to the clean energy economy for business and workers from communities that have historically been excluded from economic opportunities in the energy sector, been subject to disproportionate levels of pollution, and disproportionately experienced negative public health outcomes, the Agency has established the Equity Accountability System, which includes: 1. A Minimum Equity Standard applicable to the Illinois Shines Program and competitive procurements of Indexed RECs from utility-scale projects2. The establishment of the EEC category in Illinois Shines, which provides the opportunities for an Advance of Capital to businesses owned by EEPs3. Equity bid adjustments for competitive procurement processes that advance the equity goals of the Act
