  • This issue's topic of alternatives to incarceration turned out to be very timely; as we were preparing to go to press, the John Howard Association, a preson reform group, released a report on overcrowding at the Cook County jail which mentioned that programs such as electronic monitoring, pre-released, day reporting and SWAP are successful alternatives to incarceration that should be expanded.
