  • This is a direct appeal to the Illinois Supreme Court from a holding of statutoryunconstitutionality entered in the circuit court of Cook County. In 2013, Illinois StatePolice observed this defendant driving 100 miles per hour on a Chicago portion of theKennedy Expressway that was posted for 55 miles per hour.
