  • The 2009 bankruptcy of Peoria County developers Carol and Glen Harkins brought about competition among their creditors and resulted in this litigation. Expecting to build a subdivision, they spent between six months and a year negotiating to buy a tract of land from Carol Schenck. A closing on that purchase took place in August of 2008
