  • American Federation of State, County and Municipal Employees, Council 31 and County of Cook: On July 6, 2011, Executive Director John F. Brosnan issued an order deferring to arbitration the unfair labor practice charge filed by the American Federation of State, County and Municipal Employees, Council 31 (Charging Party) in the above-captioned case. The Charging Party alleged that the County of Cook (Respondent) engaged in unfair labor practices within the meaning of Section 10(a)(4) and (1) of the Illinois Public Labor Relations Act, 5 ILCS 315(2010), as amended, (Act) by failing to bargain in good faith with the Charging Party over Respondent's decision to implement or extend a furlough day/shut down day policy.
