  • Charging Party, Licensed Practical Nurses Association of Illinois, filed an unfair labor practice charge with the Illinois Labor Relations Board, Local Panel, alleging that Respondent, County of Cook (Health & Hospitals Systems) violated Section 10(a) of the Illinois Public Labor Relations Act, 5 ILCS 315/10(a)(2010). On September 22, 2011, Executive Director John F. Brosnan issued an order deferring consideration of that charge until the parties have completed the grievance resolution process. Charging Party filed a timely appeal of the Executive Director's action pursuant to Section 1200.135. Respondent did not file a response. After reviewing the record and the appeal we uphold the Executive Director's decision to defer this matter for the reasons he set forth in his order.
