  • Barbara Brown-Frazier and National Nurses Organizing Committee: Charging Party, Barbara Brown-Frazier, filed an unfair labor practice charge with the Illinois Labor Relations Board, Local Panel, alleging that Respondent, National Nurses Organization Committee, violated Section 10(b) of the Illinois Public Labor Relations Act, 5 ILCS 315/10(b)(2010), in the manner in which it had settled a class action grievance concerning layoffs. On September 28, 2011, Executive Director John F. Brosnan issued an order dismissing that charge after finding no evidence that Respondent intentionally treated Charging Party differently than other similarly situated employees or that its actions were based on anything other than a good faith assessment of the merits of the claim.
