- On July 20, 2010, the Illinois Labor Relations Board's Executive Director, John F. Brosnan, dismissed the unfair labor practice charge filed by Donald Blair (Charging Party) in the above-captioned case. The Charging Party alleged that the State of Illinois, Department of Central Management Services (Department of Human Services)(Respondent) engaged in unfair labor practices within the meaning of Secitons 10(a)(2) of the Illinois Public Labor Relations Act, 5 ILCS 315/10(a)(2)(2008), when certain investigators with the State of Illinois, Office of Executive Inspector General (OEIG), wrote a report accusing him of misconduct which led to his suspension. The Charging Party asserted that the OEIG investigators took this action because the Charging Party pays fair share fees and is not a full union member.
