  • On August 31, 2010, the Illinois Labor Relations Board's Executive Director, John F. Brosnan, dismissed the unfair labor practice charge filed by the Policemen's Benevolent Labor Committee (Charging Party) in the above-captioned case. The Charging Party alleged that the City of Madison (Respondent) engaged in unfair labor practices within the meaning of Sections 10(a)(4) and, derivatively, (1) of the Illinois Public Labor Relations Act, 5 ILCS 315/10(a)(1), (4) (2008), by repudiating a minimum manning clause in the parties' collective bargaining agreement.
