  • On October 28, 2010, the Illinois Labor Relations Board's Executive Director, John F. Brosnan, dismissed the unfair labor practice charge filed by the International Brotherhood of Teamsters, Local 700 (Charging Party) in the above-captioned case. The Charging Party alleged that the City of Marengo (Respondent) engaged in unfair labor practices within the meaning of Section 10(a) of the Illinois Public Labor Relations Act, 5 ILCS 315 (2008) as amended, (Act) by asserting that the provisions of Public Act 96-0958, which amended Section 7 of the Act and expanded rights to interest arbitration, did not apply to units like that here represented by the Charging Party which had been certified prior to the effective date of the Public Act.
