  • On September 23, 2013, Administrative Law Judge (ALJ) Martin Kehoe issued a Recommended Decision and Order (RDO) finding that designations made on behalf of the Governor by the Illinois Department of Central Management Services (CMS) pursuant to Section 6.1 of the Illinois Public Labor Relations Act, 5 ILCS 315 (2012), were properly made. CMS's petition designated two positions at the Illinois Emergency Management Agency, one with the working title of Strategic Planning, and the other with the title Manager, Electronic Products. Both were designated pursuant to Section 6.1(b)(5). Neither postion has been certified into a collective bargaining unit, and neither is included in pending petitions for representation.
