  • On July 13, 2011, Administrative Law Judge (ALJ) Michelle N. Owen issued a Recommended Decision and Order (RDO) in the above-captioned case, finding that approximately 55 employees of the Illinois State Board of Elections (ISBE of Employer) were not managerial employees, but were public employees within the meaning of the Illinois Public Labor Relations Act, 5 ILCS 315 (2010), as amended (Act). She therefore recommended the Illinois Public Labor Relations Board (Board) grant a petition to represent these employees filed by the American Federation of State, County and Municipal Employees, Council 31 (Petitioner) pursuant to the majority interest petition provisions contained in Section 9(a-5) of the Act.
