  • On August 27, 2012, the Executive Director of the Illinois Labor Relations Board. Melissa Mlynski, dismissed the unfair labor practice charge filed by the Illinois Conference of Teamsters and Teamsters Local 916 (Charging Parties or Union) in the above-captioned case. Charging Parties alleged that the Treasurer of the State of Illinois (Respondent of Treasurer) engaged in unfair labor practices within the meaning of Section 10(a)(4) of the Illinois Public Labor Relations Act (Act), 5 ILCS 315 (2010), by: (1) engaging in activity that thwarted negotiations; (2) having a bargaining team that lacked sufficient authority to offer meaningful contract proposals; (3) engaging in regressive and bad faith bargaining in proposing a two percent reduction in its budget; and (4) providing salary increases to non-union employees and denying the dame to bargaining unit members.
