- JUSTICE GARMAN delivered the judgment of the court, with opinion. Chief Justice Kilbride and Justices Thomas, Karmeier, Burke, and Theis concurred in the judgment and opinion. Justice Freeman specially concurred, with opinion. Where a driver receives a traffic ticket, a first appearance date is written on it by the officer. Supreme Court Rule 504 provides that this date is to be 14 to 60 days later whenever practicable.
