  • Illinois EPA announced the 2003 pilot SCALE program in December 2002. An application package was sent to approximately 100 civic and environmental groups. The mailing list included Section 319 applicants, regional planning commissions and local government offices throughout the state and citizen organizations that were known to have already held a clean up.
