- As reauthorized on February 4, 1987, the Water Quality Act of 1987 (better known as the Clean Water Act) included a new federal initiative designed to help states cultivate nonpoint source (NPS) pollution control strategies. Section 319 of the Clean Water Act (CWA) was developed to focus on the importance of controlling nonpoint sources of pollution.
