  • This report was prepared for IEPA and analyzes the cost impacts of the proposed Illinois Mercury Rule using ICF's Integrated Planning Model. This study focuses on the impacts of the mercury rule in terms of costs to the power sector and costs to electricity consumers. National level and state level results are presented. In addition, the study highlights the effects on generation, coal consumption, control equipment, and emissions.
