- A Diagnostic Study was undertaken on Highland Silver Lake to identify and quantify existing water quality problems and other factors affecting the reservoirs recreational, aesthetic, and ecological qualities. The Illinois Environmental Protection Agency (Illinois EPA) funded 60 percent of the study under the Illinois Clean Lakes Program (ICLP), and the remaining 40 percent was funded by the City of Highland. The Illinois EPA was responsible for grant administration and program management. Heartland Ecosystem Services and HDR | CWI (formerly Cochran and Wilken, Inc.), conducted the research study with assistance from the City of Highland, Illinois Department of Natural Resources (IL DNR), the United States Department of Agriculture (USDA) - Natural Resources Conservation Service (NRCS), Madison County Soil and Water Conservation District, and the Illinois EPA.
