- The major objectives of the Phase 1 study were to 1) evaluate the current condition of these water bodies, 2) investigate potential alternatives for restoring the water quality and enhancing the recreational and aesthetic qualities, and 3) to develop a comprehensive management plan. Alternatives in the management plan could then be considered under the Illinois Clean Lakes Program, as a Phase 2 implementation project, or as a project under the Non-Point Source Pollution Control Program (Section 319).
