- Governor Pat Quinn signed an Executive Order on November 22, 2009 that created the Illinois Human Services Commission. The commissions ultimate charge is to make recommendations that will provide for the efficient and effective delivery of high quality human services. In order to accomplish this task, the first report of the commission is dedicated to building a shared understanding of the human services system: why it exists, who it serves, how it operates across the state, current funding levels and the critical issues, trends and challenges it faces.
