  • CHIEF JUSTICE KILBRIDE delivered the judgment of the court, with opinion. Justices Freeman, Thomas, Garman, Karmeier, Burke, and Theis concurred in the judgment and opinion. In 1983, State Building Venture (SBV) leased space in the Thompson Center in Chicago from the Illinois Department of Central Management Services (CMS). The lease was for 15 years, with renewal periods of 5 years. Renewals could be exercised nine times.
