  • The Illinois Department of Transportation, through the Office of Planning and Programming, conducts a Condition Rating Survey CRS to assess pavement condition on its approximate 16,000 mile state highway system. This manual will provide information on the Condition Rating Survey process and is divided into four sections, the introduction and three pavement rating sections continuously reinforced concrete, jointed reinforced concrete, and bituminous surfaced . This manual replaces all former CRS Manuals.
