  • This report examines data from the Illinois State Board of Education showing that, while the vast majority of teachers pass the certification tests on their first attempt, there are many who are recommended by colleges and universities for certification who fail their basic skills and/or subject matter certification tests. The report further raises additional issues of teacher preparation that relate to student performance.
