  • Public Act 92-0682 allows, and federal regulations require, the Illinois EPA to replace traditional vehicle inspection and maintenance tailpipe exhaust tests with a simpler and quicker test of the on-board diagnostic system. This report summarizes the effectiveness of on-board diagnostic testing in Illinois, based upon review of data and information collected during the phase-in period beginning in July 2002 through March 2003.
