- The Child Nutrition Programs are federally funded and administered by the United States Department of Agriculture (USDA), Food and Nutrition Service. On the state level, the Illinois State Board of Education (ISBE), Nutrition Programs Division, is the administering agency working with various schools, community organizations, child care centers, day care homes, and other sponsoring organizations to provide adequate nutritious meals, snacks, and/or milk for children. Reimbursement is paid to sponsoring organizations based on the number of meals or milk served to eligible children. Each Child Nutrition Program is operated under a separate set of regulations, monitoring standards, and record keeping requirements. This handbook provides local administrators with an overview of some of those regulations, monitoring standards, and record keeping requirements. In addition, it includes sections on Online Applications, Reports, and Claims; Public Announcement and Certification of Eligibility; Verification; Benefit Issuance and Meal Counting and Claiming; Federal and State Regulations; Menu Planning and Offer versus Serve; Government-Donated Commodities; Reviews; and Survey School-Based Child Nutrition Programs.
