- The Manual for Small and Emergency Projects gives you complete information, with definintions, on how to apply for emergency status and handle small and emergeny projects. By statute, construction contracts not exceeding $30,000 (adjusted for inflation annually) are considered small projects that are exempt from the usual competitive bidding requirements. As of July 1, 2002, the small project threshold is $32,900. By statute, an emergency project that is exempt from the usual competitive bidding requirements may be entered into when:A. A threat to public health exists;B. A threat to public safety exists;C. There is a risk of further loss of or damage to State property;D. Immediate remediation is needed to prevent or minimize serious disruption in State services; orE. The integrity of State records is threatened.F. Quick purchase as provided by Section 20-30 (d) of the Illinois Procurement Code.
