- The purpose of the Banking on Illinois Act is to encourage and provide, through innovative state regulation, a favorable environment in Illinois for the chartering and operating of banks. The law is intended to increase employment opportunities, credit availability, and capital investment in this state for the benefit of Illinois citizens, businesses, and government bodies. Senate Resolution 121 directs the Office of Banks and Real Estate to monitor the manner in which banks of this state and of other states respond to and implement the provisions of the Banking on Illinois Act
