- The Secretary of States office is responsible for preparing and initiating the Emergency Response Program for the Capitol Complex and Secretary of State facilities. The Secretary of State Department of Police is the lead coordinator and contact agency for the program, whose officers have been trained in all aspects of emergency response and evacuation.
