  • Electronic monitoring and home confinement are two district concepts. Electronic monitoring is simply the use of electronic technology to track the movements or whereabouts of a person or object. Home confinement, which is also commonly termed house arrest or home incarceration, is the legal confinement of an individual to his or her residence rather than a jail or prison cell.
