  • This Executive Summary reviews the 2020 fiscal year, which ended its final quarter on June 30, 2020 with the world mired in the COVID-19 coronavirus pandemic. As Illinois was starting to see improvement in financial areas after the severe damage brought on by the 2015-2017 budget impasse, the pandemic introduced not only new financial obstacles but a significant threat to residents physical health and lives. My office and I took needed steps to ensure the purchase and delivery of lifesaving resources while continuing our mission of fiscal transparency. Information about Illinois finances and fiscal condition is often complex and overwhelming, which is why the Illinois Office of Comptroller understands the importance of explaining this information in reports such as the annual Executive Summary, also known as the Popular Annual Financial Report. The Executive Summary reviews the economic and fiscal climate of the state, which helps policymakers make informed decisions impacting the states finances, resources and citizens.
