  • In 2009, the Illinois Department of Transportation (IDOT) commissioned Mason Tillmanto determine whether or not a statistically significant disparity existed between the numberof Disadvantaged Business Enterprises (DBEs) that were ready, willing, and able to provideconstruction and architecture and engineering services to IDOT and the number of DBEsthat were actually providing the services to IDOT. The Disadvantaged Business EnterpriseDisparity Study (Disparity Study) focused on two industriesconstruction and architectureand engineering. The Disparity Study reviewed the award of prime contracts during the study period of January 1, 2006 through December 31, 2008.
