  • Tri-State Professional Firefighters Union Local 3165, IAFF -vs- Tri-State Fire Protection District: On September 18, 2014, the Tri-State Professional Firefighters Union, Local 3165, Int'l Association of Firefighters (Charging Party or Union) filed an unfair labor practice charge with the State Panel of the Illinois Labor Relations Board alleging that the Tri-State Fire Protection District (Employer or District), committed multiple unfair labor practices in violation of the Illinois Public Labor Relations Act, 5 ILCS 315 (2014), as amended (Act). After investigation, Executive Director Melissa Mlynski dismissed the charge in its entirety, having determined that Charging Party failed to raise an issue of law or fact sufficient to warrant a hearing. Charging Party filed a timely appeal and the District filed its response, which included a motion for sanctions.
