  • This paper examines the recent history of state appropriated funding for higher education in Illinois. It covers the fourteen years from Fiscal Year 1997 through 2010. It also reviews some of the most important literature on public budgeting and relates that academic literature to the recent record of how the State of Illinois has handled its budgets over the past few years and what this has meant to the agencies of the state in terms of planning and decision making. The paper takes some of the abstract and theoretical literature and applies it to the very real case study of educations struggle with recent budgeting decisions in Illinois.
