  • Grover Stephens and County of Cook: On September 22, 2011, Executive Director John F. Brosnan issued an order dismissing the unfair labor practice charge filed by Grover Stephens (Charging Party) in the above-captioned case. The Charging Party alleged that the County of Cook (Respondent) engaged in unfair practices within the meaning of Section 10(a) of the Illinois Public Labor Relations Act, 5 ILCS 315/10(a)(2010), by terminating him from his employment. The Executive Director dismissed the charge because, in contravention of Section 1200.40(a)(1) of the Illinois Labor Relations Board's Rules and Regulations, 80 Ill. Admin. Code Parts 1200 through 1240 (Rules), Charging Party failed to respond to a Board agent's request for additional information he found necessary to investigate the charge.
